You can have a marginally failing throttle that sets a fault code and no CEL and no limp-home, but if it actually gets bad enough for limp-home to trigger, you will have a CEL.
All you are doing is resetting the adaptation values when you cut power to the ECM. The long term fuel trim goes to zero and it has to readapt over a couple of driving cycles.
