Thanks for the tips, I removed and cleaned the nozzle cap, but no luck. I had the wagon back up to get the rear upper trim off and look around in there again, and just by instinct I tried the squirter while the hatch was open, an voila, the squirters worked! The hose was being pinched when the wagon hatch closed, there is a plastic guide in the roof by the hatch bracket that is supposed to allow the cloth covered hose to slide back and forth with the hatch motion. A bit of fiddling around with the hose and it seems to function as intended.
