TWICE controls all of the security available in a 9-5. First and foremost is the transponder. The transponder is a chip in the remote-less key, or part of the "guts" of the all-in-one key (with integrated remote). The transponder is energized and read by an antenna integrated in the ring around the ignition lock. The transponder controls BOTH the engine immobilizer AND access to programming more keys.
The second - and separate - function controls remote unlocking/locking of the doors, unlocking the trunk/tailgate and the 'panic' function.
Read the Key FAQ (link below) for details on the various keys, etc.
When a replacement TWICE is installed, it MUST HAVE a key or chip already programmed to it and accepted by TWICE. When bought from Saab, you usually specify the VIN of the car and you get a cut key that will be accepted by the car to start it and allow more key programming.
If, and ONLY IF, you have a car with all-in-one keys, and you buy a used/refurbed TWICE with the same style key, you can install the new TWICE, and swap the key guts over to the key that is cut for your car, and you should be able to drive away happy, And go and buy more keys, so you don't have to replace TWICE again!
Mind you, the key that came with the TWICE is highly unlikely to start your car, since it's not cut for the ignition lock
Programming new keys requires at least one accepted key. The process involves Tech 2, turning the car on, setting the program in Tech 2, then cycling through all the keys that you want programmed to the car.
