yes, it is amazing how much new springs sag in the first week or so! see link for details, but with new wagon springs I started off at 24.5", well above spec (23.8") and dropped to now 23.3"... since my front is low also, I'm ok with the current rear height (raised looked ridiculous!)...
I only got new springs because I wanted stiffer wagon springs on the sedan (that needs to haul stuff) + new was easier than used for me (and not too costly)... I might have been smarter to take yours + Jeff's advice and get used if only to have the height stability from the get go (vs this initial sagging period).
wrt "20mm gets you 20mm"... maybe I did something wrong, but I found changing from the upper to lower perch on the konis made almost no difference in ride height with the new wagon springs! I lowered the perch because it measured way too high. The spring just decompressed to take up the 2cm and ride height was comparable, if a hair lower (like a few mm)... it has sagged back to spec (a little under) over time...
