The load leveling rear suspension uses Sachs Nivomat shocks. "The Nivomat shock assembly combines all the common components of a shock assembly; springs, struts, and shock absorber into one small housing." So the Nivomats DO play a role in holding the rear end of the car up, unlike conventional suspensions which rely on just the springs. Saab uses lighter springs in the rear to supplement the Nivomats. So even if you fit spacers in somehow, the shocks will probably just self-level back to their sagged position after a couple miles of driving.
Volvo's use the same setup. They're more common so information is easier to find on them if you want to learn more about how it works and why they sag when they're old.
