The valve he's talking about is the oil pressure relief valve. It's in the timing cover and easily accessable. There is a large hex head plug on the forward bottom of the cover and the valve and spring are in there. That reminds me of a car that had had "sludge repair" done at another dealer and then it came to me with the same symptom you have. The valve was stuck open and I was able to clean it and solve the problem.
