The wiper motor puts out a lot of torque, so if the arms can't move the force is applied on the wiper transmission. If there is movement when you switch the wipers on then it is probably not an electrical problem. Did you try turning them on retracted up from the windshield? You could have damaged the transmission, an assembly of tubular and cast parts, which would probably require replacement. It is also possible something happened to the motor, requiring replacement. If the motor is good you can just get the transmission. I would recommend used parts but make sure about compatibility with your year. You can get used parts on the online auction site. It is all accessible by removing the wiper arms first (probably need a wiper arm puller from the auto parts store) and then the plastic cowling. The cowling is held in palce by two plastic fasteners and the rubber seal on the firewall. After pulling up the seal, pull the cowling towards the front of the car to remove keeping it level to avoid breaking the clips that hold it to the windshield.
