Yes, maybe overfull, but could be leaky turbo or leaky head gasket. Refill the oil and keep checking. If still there need to check head bolt torque and / or turbo.
If not done already, replace head bolts with new ones and replace one at a time from the center out to about 85-90 ft lbs. This should be done in any case for a 99.
Also remove air inlet at throttle body and check for any excessive oil in the pipe, etc. This would be a failing turbo.
