Tax is part of registering the car and getting the new title from the state.
It will be collected by whoever does the title work, and they will require the bill of sale.
I was just involved in the gifting of a pair of essentially worthless cars, a 2000 Echo with low miles from a friend's 94 year old mother who can no longer drive to my daughter, and her beat-up 94 Corolla from her (actually us) to my cousin. In both cases, forms were required to explain and justify the gift in lieu of the state recording the sales receipt, and as the Echo was not "in family", the fact that it was worth so little made it easier to justify.
Years back we bought a replacement wagon (for our other car that had died before we left) in Virginia while on a trip. If I recall, when we then returned home registered it in Pennsylvania, we were credited for the lower tax [paid in Virginia) against the total tax due here, and the receipt was mandatory.
Also, I believe there is now cooperation between neighbor states, so that if we were to buy at a dealer in NJ in the Delaware Valley area, they would have the ability to do this as a proper regaistration into PA.
