A Mity-Vac is a hand held vacuum pump used to extract fluids and bleed brake systems. Place a few pounds of vacuum on the valve by connecting it to the small diameter vacuum line port, than wait 30 seconds or so and watch the vacuum gage. If the diaphragm is bad the vacuum pressure will bleed off as air is sucked through the hole in the diaphragm.
You may be able to borrow a Mity-Vac from an auto parts store.
