Er, I could say "with a wrench" but that would be too easy ;-)
The nut is under the the bottom of the compartment between the seats, and there is an access hole there. Empty the compartment and remove the rubber pad in the bottom.
But before you adjust the nut, it's best to first loosen it and then adjust the star wheel inside the brake drum. There is an access hole in the rotor for that, but I needed to first remove the drum to learn just where and how to work the brake adjuster.
The brake adjuster works the top of the pads and the brake cable adjuster works the bottom. You want both to be where they should be, as the 9-5 parking brake holds poorly unless it's *just right*.
