Front end strange noise

Ok...have read many posts on the board about front end noise/vibration but could not find my symptoms - I originally thought I was in for a new bearing.
Sound is a dull roaring type sound at lower speeds that progresses with speed. Also present when clutch is in (coasting) at higher speeds so ruled out engine/trans.
Seems to occur during a wheel revolution...i.e. at a regular timed interval that is speed dependent.
So...took the front wheel off to investigate. With tranny in neutral, I noticed that when grabbing the brake disc and rotating, it is fairly difficult to turn. Through about 270 degrees of rotation, it is difficult, and then it reaches a short span where it is DECIDEDLY easier to rotate through, and then it tightens up again. The cycle is repetitive, so I think that is my issue, so I have no idea what it is.
The brake dust shield looks to be in alignment all the way around.
The inner and outer CV boots look ok.
No leakage of any kind, although the area around the hub bolt is covered in a very sticky substance.
There is negligible wear on the brake disc, but the pads seem to be wearing more at the top inside of the pad versus the bottom (towards the wheel center.
Any thoughts from anyone?
