Throttle body dilemma, again...

To set the setting, about a year ago I changed out my TB with a new, "genuine Saab" TB because my old one, while not throwing any codes, was causing surging at idle and while cruising. The replacement caused the car to idle at around 2500 instantly on start up and then the idle would drop slowly down to around 1000. After two quick trips a CEL shows up with code p0101. Seemed odd but I had a spare AMM but that made no difference. I read here that a few others were suggesting that some new, genuine parts quite possible were not new. Wanting to be sure the new TB was the actual problem I went through everything looking for leaks, etc. Nothing came up. Eventually, after picking up a second 9-5, I simply swapped the TBs over and the high idle and CEL symptoms went with it. With assurance I called in the warranty and after a 2 month wait finally received the replacement. I put it on this morning and sadly, it has made the symptoms worse. Now, instead of instantly jumping to 2500 at start up the car starts at 1100 and then slowly creeps to around 2800. After about 30 secs to a minute the idle drops to around 1550 and stays there. In drive the car idles at around 1250-1300. No check engine light yet but this is silly. Both TBs were Hella but not made in Germany. Neither said SAAB and the last one was clearly "made in Romania". I don't know if any of this matters but I'm stuck. I can't see what I'm missing but I can't see getting two bad, brand new TBs either. I would welcome any thoughts on the whole thing, even if all you have to offer is consolation.
