That is a very difficult leak to find with shot gun approach.
He must use a smoke tester to make sure there are no leaks anywhere throughout the whole EVAP system. A tiny leak around fuel pump o-ring, a tiny leak at any hose connection, a tiny leak at the EVAP shut off valve just to name a few guesses.
Even with a smoke machine, it can be difficult to pin point 0456 (very minor leak) which is a newer definition forced on by the never ending chase to lower emissions.
P-0442 and 0455 are easier but 0456 can take quite a bit of time to find the leak.
Keep in mind that the Trionic system don't even run EVAP test below 1/4 and above 3/4 tank.
So if you would keep the tank full to 3/4 or 1/4 to empty at all times, the light would not come on since the car would not even run the test.
That's why you feel it only comes on at 2/3 tank.
