Your problem may end up maybe related to P0442 - which is Small Evaporative Leak. It bedeviled me for 2 years in my 1999 2.3lpt 9-5, as I came to realize from postings here that it was the fuel pressure leak sensor doing its job detecting the vapor leak ironically from a crack in the plastic stub supporting it on the tank!! I tried the epoxy goop fix, but nothing really sticks well enough to the HDPE tank material. With my Northen Virginia emissions test coming up I got the emptied tank out of the car and purchased a plastic heat welder kit (glorified soldering iron) and HDPE plastic rod welding material. Probably could have just as well used scrap HDPE material. Anyway, it took a little bit of Xacto blade opening up of the crack to properly get the melted weld plastic into the crack and then add a stainless steel reinforcing mesh piece and covering over with more melted HDPE. Thankfully, vapor leak was gone and I no longer had to smell or worry about fumes any more! Passed emissions with no problem.
