You can have your headlights reprogrammed by either the dealer or an indy with the "Tech2" tool. I had mine done. I had the DRLs turned off and city lights turned on when the light switch is in vertical "parking" position. Are your headlight covers yellowed and dull? That drastically decreases output. I used a 3M kit to polish mine and then applied 60 mil film. They look like new.
True the center high beams don't come on with the Xenon high beams. They're only "flash to pass" - optical horns if you will. You can modify a relay to fix this. Look for "666 relay" on this board. Jumpering terminals in that relay will make the center high beams come on along with the Xenons. A caveat is that this can cause wiring in the column to heat up if high beams are left on for protracted periods. Some owners put in a second relay in series.
The Xenon bulbs do dim with age. Replacements vary widely in price. Many people here buy from eEuroparts - a site sponsor. They sell the bulbs for around $85 each - they come with the ballast. You have to remove the headlight assemblies to change the bulbs.
FYI. When you turn on high beams at night a shade in the housing moves altering the pattern but NOT increasing brightness hence your comment - it doesn't seem to do much when I engage the high beams. Note that sometimes that shade can stick and then it looks like nothing happens.
