9-5 Aero/Turbo and wastegate question

My '01 Aero seemed to be getting sluggish as of lately, and using more fuel...........But has not tripped any codes. Was changing the oil today, and judging my the rust on the wastegate accutator, it hasn't been moving in some time. I don't have our vac tester at the moment(Its on our service truck with my brother), but what should it read? I assume when the linkage is all the way to the passenger side on the turbo it will not build boost or do I have my directions reversed?
