CarQuest stores are individually owned parts stores (not franchises) with month-to-month licensing agreements with CQ Corporation for advertising, inventory control, and access to discounts on stock. Most stores have 70% of their business supplying local garages, moon-lighitng mechanics, and Dealerships (i.e. such as selling GM parts to Ford Dealerships who are servicing used GM products). Few stores are company owned.

Some stores do very little busines to commercial accounts and are mostly through the door retail sales. The response you received from your local store indicates they are either primarily retail, or were so busy they didn't want to talk any longer on the phone to someone who may or may not place an order, and who may or may not pick-up the special order when it did arrive.

An in person visit to your local store may help too.
