When you stop running the wiper, i.e. stop washing the windshield, there is a contact on the motor control that stays energized so that the wipers can move to the park position and break the circuit, even if the wipers are not actuated. Your windshield wipers have the same deal. When you turn them off, the wipers move to the parking position.
If the wiper does not break the circuit when the arm reaches the right spot, then the wiper keeps moving while the car is running.
Most people have the opposite problem. The blade stays where it was when the wiper stalk is released.
