I'd guess that either the little contact sweeper attached to the wheel inside the switch is corroded, the semicircular contact paths are corroded (use a pencil eraser to clean) or (my current favorite culprit, not yet tested) the single electrolytic capacitor on the switch circuit board has gone bad.
I just replaced that cap on one of my dead switches (a ten cent part) and cleaned the contacts. I'll get around to seeing if it revives one of these days...
Most cheap electrolytic capacitors don't last too long, especially when exposed to what seems to be the colossal amount of heat that is usually present behind the SID/Radio/switch area on my 9-5.
BTW, it's easy to disassembly the switch: the front bezel (part surrounding the wheel) just pulls off (gently), as does the wheel itself (gently pry one tab from each little plastic pin and work the wheel out. The rest is pretty much self-evident.
