The box behind the inner liner is the alarm SIREN. All it does is make noise. Period. The actual alarm "brain" is contained in the TWICE unit (Theft Warning Integrated Control Electronics). Unless you tell the car - using Tech 2 - that it doesn't have an alarm, you can still get the flashing lights if the alarm should be triggered. You can also redirect the noise to the car horn for the doors and alarm, IIR.
It is remotely possible that the siren, once removed from the car, can sound, but it would not be for long, as it's depending on the old batteries inside.
Replacing the batteries won't cure the problem. There are other components inside that need to be replaced.
