Ok, the 01 and 99 wagon I have in the US have the same jet over the nut with cover. The cover comes off sometimes in car washes and I have and to glue them on to hold all the time. I have never taken the trim out to get to the motor (I have had to work on the latch one where the plastic was preventing the lock to work properly), but this did not need the whole trim taken off.
Most of the plastic trim is pressure fitted on and should come off with some careful prying / pulling. Then take a voltage reading at the motor, etc....
I guess the only other issue could be the switch on the stalk. THere are wiring diagams around and fine where the switch terminates and make sure the switch is closing....
