It's almost guaranteed to be the steering spline (the steering junction between the wheel and the steering shaft that goes through the firewall). Saab didn't put a very long-lasting grease in the spline and when the lubrication dries up the spline can't move back and forth the way it's designed to and causes a knock or clunk that can be felt through the steering wheel, especially when coming on/off the throttle at low speeds.

It's a pretty easy repair if you're not afraid to get under your dash, I did the job on my 2007 9-5 Aero SC in about a half-hour. Only thing that's needed is some really heavy automotive grease. There's a saabnet thread about this, but there's a thread on another site that's much more informative as it has all the pictures - not sure how kosher it is to post a link from another board, so do a google search for steering spline lubrication.
