I tried swapping and reseated the relay. I put it in and out several times to clean up the contacts. The horn problem is intermittent, though it often doesn't work. It's hard to test if it is always working as there are dead spots and presses/tilts. Is it worth a new relay for about $10 just to be sure or drive with it swapped for another for a while and see what happens?

It doesn't seem like it's a relay issue. Could something go wrong elsewhere? The dealer replaced PN 4847869, Cable Network 5200.

How should the airbag cover sit? My is slightly off so there is a larger gap on one side than the other. On the narrower side (outside edges as opposed to inner side of steering wheel), there isn't much room for the cover to tilt. The cover also deforms where it is thinner and so doesn't tilt enough.
