I have a driver's side heated Euro mirror, I found the stock heated mirror. The plastic is >PC/ASA< "Acrylonitrile Styrene Acrylate + PC"
The mirror is bonded to the plastic with a thin black double sided adhesive foam; which is still *very sticky*. You might be able to find a similar product at a parts shop for mounting "trim".
I cleaned one area with isopropyl alcohol. Applied System Three 5 minute epoxy to the cleaned area and an area that was not cleaned. Waiting for a good cure ....
Result: Bond to area not cleaned was very weak. Better on the area that was cleaned, still peals off, but decent bond. Sanding would probably improve the result. May be fine with a large area. As the product becomes harder, perhaps in cold weather' the shear or peel strength may get worse.
