You say the revs go up and down at speed? You mean you have an automatic and when your foot is off the gas at speed (ie, you are still moving and in gear), the revs rise and fall? Then I would bet on the O2 sensors, but that should throw a code on a code reader. See if Autozone will pull codes for you.
If you have a manual and the revs change when you are in gear, thenO2s are not the problem, I would be looking for a vacuum leak or clean the throttle body as others suggest.
