The panel needs to be replaced. This is not hard.
1. You could try calling former major SAAB dealers. JMK and Reinertsen are two that come to mind in central NJ.
2. Search parts on eBay. many years ago I bought one for my former 2000 9-5 Aero. Saved a lot of money.
3. Try Goldwing SAAB. Almost definitely they would have one. My experience has been that this route can save you a fortune. I once bought an entire seat assembly and saved $2,000+.
FYI. New, the dash panel costs $450 - $500 from a dealer. One option would be to offer a dealer $150 - $200 for a brand new one.
