FM modulator and XM dealer option (circa 2005)

Son looking for way to hook up his iPhone to the '05 Aero.
It includes the dealer-installed XM radio.
Tearing into it some Saturday, and there is some small tap into the FM antenna, that includes it's own small circuit board (entire assembly less than 1.5x1.5x1"). I wanted to assume this is a simple, standard FM modulator.
The main XM controller has a "FM Out" 1/8" mini-jack that goes to this antenna tap box. [The controller also has an input for the head unit, and RCA outputs].
I was thinking that this would be super easy, just plug that "FM Out" into his iPhone, and voila. No voila.
He was thinking that the XM was originally tuned at 87.7 (there was a week or two of XM subscription left when we bought the car), tried that , and everything around there, couldn't find it.
I've never installed a FM modulator before, but this "one" didn't appear to have any adjustment for the output frequency. I have to assume there must be some way to adjust them.
Is it possible that this isn't a fully-functional FM modulator, that the controller or head unit were working in conjunction with it?

p.s.
even though this radio fits perfectly in the ash-tray spot, I wouldn't think it has any resale value.
We also need to rework his trunk wiring harness, and the XM antenna wire is preventing me from simply rewiring the harness. I hate to just cut the antenna wire, but this radio is worthless, right?
