I own a 2007 9-5 Aero and it did come with Xenon's.
The cost of doing a conversion from halogen's to xenon's is high.
You'll have to replace both headlight assemblies. The xenon's use an electromechanical shutter to alternate between low and high beam....$1,600 and two xenon bulbs,,,,$200 - $300. You'll need two control units....$300 or more. You'll need a different wiring harness and sensors....$400. As you can see, you'd have to spend something on the order of $2,500. It simply isn't worth it.
Other's on this board might add items I forgot to mention, which will drive the price up further.
If you try 100W - 120W halogens you might like the results except that it's a question as to what the extra heat might melt. Sticking with the stock 55W halogen bulb versions is probably the safest approach, and thre least expensive.
