The other piece of the conspiracy theory is that the manufacturers of large refrigeration chillers realized they had done such a good job designing these machines that the equipment had a 50+ year life span.
That's no good for company profits, but banning all current refrigerants and forcing building owners to replace their aged but reliable machines with new equipment would sure drive up sales.
Don't know how much truth is in either camp but both stories started circulationg with the first wave of refrigerant replacements ~20 years ago.
BTW - I purchased one of the very first R-123 chillers ever made, and the refrigerant recovery system on that machine used a small R-12 hermetic compressor to chill the fugitive gasses so they would re-condense. I am still scratching my head about that one!
