Could be. When my failed on the 9-5 2000 Aero the Speedo was not working.
After BBA repair all is good for 15k Miles now.
Use a Code reader for sure that can read ABS.
The failed brake light switch on the bottom discussion here is interesting and worth checking. Also ground points need checking and I write this now because I just found, on our 2004 Aero, a ground wire under the drivers wheel well cover (right by the alarm module) that was cut open and corroded at that point. Just replaced it for a new one.
