Engine Revving, TB or Turbo?

2005 9-5 ARC wagon with 115k miles. Engine revs unexpectedly in both idle and driving. No CEL signal. Previous posts and feedback lead to replacing the TB but I remember I did not mention the Turbo fluctuations as part of the revving. Could the problem be the Turbo? I have removed and cleaned the TB, replaced leaking vacuum tubes (but not all), cleaned the Mass Air Meter.
Thoughts??
