This is the steering shaft spline losing lubrication. Most 9-5s will be afflicted with this at some point. I bought my '04 Aero with 83K on it a couple of years ago and it had that same loose feeling. My dealer re-lubed the shaft splines and now at 99K miles, it still feels tight. It was only $100, well worth it.
