There is a single orange colored relay in the under hood relay center. This relay is the lamp check relay and when it fails, usually due to cracked/broken solder joints, all sort of weird things happen with the car's lights.
If you have a friend with a 9-5 you can quickly swap relays with them as a diagnostic tool to see if yours is defective.
If not, remove the relay and snap off the orange plastic case. Then carefully inspect each solder joint at the base, maybe with a magnifying glass. If you see cracks in the solder you can try to re-solder them yourself (hasn't worked for me but has for others) or you can buy a new orange relay from eEuroparts or other Saab parts retailer.
