Head oil seepage

Realize there have been posts on this, doing the 1st serp belt change on 2004 (80k miles) and seeing oil seepage from the where the head joins the block on the pulley side of the engine. Plan to re-torque the head bolts and add a few extra ft/lbs . Anyone reading care to comment on that plan - good idea bad idea or just leave it be ? Overall engine remains very clean but the oil seep now extends to the crank pulley area, no dripping just that black semi wet crust.
