The key you referenced on the web site looks identical to the keys I had for my 2000 lpt, but each of those was attached to a large fob. These large fobs contained the lock/unlock/trunk release/trouble alarm functions.
Do you have a fob for your key? Please describe what you mean by locking functions not working.
See photo of 2000 9-5 key fob in link below. The earliest 9-5 models had the key residing within this style of fob and it was released in switch-blade version much like VW keys. I have only seen one of these and it was included with a car sold in Australia.
