The pipe transfers oil from one side of the engine to the other. I suspect it supplies oil to the balance shaft and camshaft on the intake side.
Of course, now you have to buy 2 new o-rings. I can see the o-rings are flattened with age. I think the o-rings are the same size as the one on the oil screen tube.
