I believe those wires are attached to a float in the coolant reservoir (you can see it if you look straight in with the cap off.
My guess is that no signal from the float that the wires attach to will signal as a "low coolant."
Reconnect the wires, make sure the float is moving freely, and fill the tank to the seam (cold). If that doesn't work, you may need to replace the tank (I believe the sensor float is integral and not separately replaceable)
