In some very rare occasions it is only the stud or nut has wandered out but that is rare.
It is almost always the stud that is broken but when that's the case, it doesn't take any torque at all and you will drive it out as soon as you try to tighten it.
So it looks like you were lucky on this one.
The two easy to reach studs I have sometimes done a quick dirty extraction with not removing the manifold by using an adapter sleeve that comes with my stud extraction kit. It is absolutely crucial to get the pilot hole centered in the stud and from there on, manage to get the stud out and a new one in and just tighten down the old gasket.
If it is one of the two difficult ones, it is no use to do it cheap since the power steering pump has to come off anyway and after that it is not that much more to remove the whole manifold.
