Help! No Cranking and

My 2000 95 automatic will not crank over and displays the message "Key Not Accepted". I have had a few mysterious "no starts" in the past that seem to have resolved themselves by fussing with the shifter. The few times that it happened in the past, the problem seemed to be a mechanical interlock issue between the brake pedal and the shifter.
This time the problem is clearly electrical with no starter function. It failed at the airport and I had to have the car towed. I have checked fuses, the B+ to starter connection and replaced my 5 year old battery to rule it out.
When the key is turned to the start position I have had two different responses. The first is that I hear only relay clicking sounds and what I believe is the fuel pump running for a couple of seconds, but no starter motor sounds. The second response has been that the starter motor sounds like it is turning momentarily and then stops. It seems to crank for a fraction of a second.
I tried pressing the "unlock button" on my key fob to defeat the "Key Not Accepted" message and also tried my spare key, but the problem persists.
I am confused by some of the conflicting suggestions that I have read in posts regarding the NSS and TWICE circuits with no cranking complaints.
Any help or suggestions on trouble shooting or fixing my problem would be greatly appreciated.
Thanks, -Will
