I wasn't aware of this either until I looked at an Aero last fall that had it, visible with the door closed in the area between the door edge and wheelwell. Afterwards I saw some people commenting about it online, though I'm still not sure how common it is.
I just had my driver's side sanded and painted when I discovered it on my own car, accidentally. In my case it wasn't visible from the outside, it was after I opened the door and squatted down; it was right above the plastic strip at the bottom of the sill edge (the one inside the door sill, not the exterior side sill). You can flex this strip back a little to look underneath to a certain extent. My passenger side seems to be OK so far.
I'm not sure how fast it progressed, I didn't notice it over the summer while washing the car, yet I only discovered it because it happened to be right in front of my face this past fall.
I had the local Saab-affiliated body shop take care of it. Guy has seen it before on the 9-5, he blames it on the paint getting damaged and rust starting from there, but I didn't see any damage, the paint was still intact and it was bubbling up from underneath. The spot is protected from road debris by the door, and it's a difficult spot for someone to inadvertently damage while getting in/out. In my case sanding and painting was adequate but I was told if the metal was bad they would cut it out and weld in a new piece.
