First off - do you keep your lights on at all times? Are they in the ON position when you start the car? If not, just ignore the rest of this...
Does your volt meter have a min/max feature? For example, you need to hook up a volt meter to the light connecter, and start the car. See what the maximum voltage the bulb sees is. I'm betting there's a voltage surge while/during/right-after the engine is cranking. My 2001 9-5 had this issue and would blow headlights left and right. I got int he habit of switching the headlights off before the engine cranked, and turning them back on. Was probably a voltage regulator problem, but I sold the car before fixing it.
