My conspiracy theory is that someone misread the blue print or turned it upside down when making the NG900/OG9-3 model and placed the hole 4" to the side but also made it too small so even if it had ended up and the proper location, you would not have been able to pull the pump out through it.
They corrected it for the 9-5 model.
But then the industry standard changed and they discontinued the hole altogether for the NG9-3/9-5 models making you having to drop the exhaust system and fuel tank anyway.
