It is descibed in the WIS. It has teeth welded to an arm that you bolt to the block. You remove the small side plate at the bottom of the engine that bolts to face of the transmission. This exposes the flywheel, and the teeth on the tool mesh up with the flywheel teeth.
I actually have the tool and have used it a couple of times. I think it works on the 9000, OG9-3 and 9-5. I don't know if it works on the GM engines.
