apparently a combination of things.
1. the delay in starter cranking (which eventually became a no-crank no-start condition while inspecting/diagnosing) turned out to be the eletrical harness plug at the transmission range switch. some how the connection had slipped loose and was making an intermittent contact with the range switch. I was able to simply push it back in and assure that it was now clipped into place. No more intermittent No-Crank/No-Start.
2.the rough-running/misfiring on cold start was attributed to an air leak at the upper crank vent breather hose. The notorious white check valve had broken . some one tried to tape it back together but it was still causing a vacuum leak. The fuel system would adapt to the air leak after a few moments of running, but could be observed at a lean-running fuel trim at idle.
hope this information helps any other 9-5 owners with strange starting issues in the future.
