Some methods:
1) Recalls usually have a position on the modification plate marked with a number. The mod plate is near the build plate under the hood, and has three or four rows (A-C or D) and several columns (1-8, IIRC). The Saab recall instruction will have a number stamped in a particular location. The location (A1, B5, etc.) indicates which recall, the number stamped indicates who did the recall, the lower the number, the closer to the factory it was done. Usually dealer-completed recalls had an "8" stamped.
2) Back in the day, one would ask a dealer to look up the VIN in IRIS, and that would tell you. If you can locate a former dealer who still is an authorized maintenance shop, they may be able to get the same info for you. Short of that, try going to the Saab site linked below, and sending an inquiry.
3) Run a CARFAX on the car. That ***MAY*** have the recall information listed, but if it is missing there, it isn't necessarily true that it has not been done.
4) For myself, I might pull the part and look it up in WIS (the recall instructions would be in WIS) or EPC and see if it is the old part or the new.
I know there's at least one "extra" set of those in stock, as my 2002 Arc got totaled before I could have it done...
