The old 900/9000 didn't have that vacuum solenoid for turbo bypass valve so I would suspect it would work without it.
Wouldn't be surprised if it has to do with emission control to fine tune everything and let out as little as possible of emissions.
Those 900/9000 also broke the diaphragm on bypass valve a LOT more often and we replace many of them compared to the newer Saab's so maybe having a constant vacuum source to the valve made it work harder at all times.
