When you open the fuel-pump access lid (the "paint can lid"), do the fuel lines running into the pump have metal clips holding them in place? The original design from the factory merely had yellow plastic clips. Those were prone to breaking and the fuel lines could leak--a fire risk. I believe there was a recall in which a metal metal bracket was install to hold the fuel lines more securely. If your car's owner at the time did not follow the recall procedure, it could be that the lines are allowing enough gas by to cause the odor.
