sounds like a case of the notorious Faulty Light Control Relay.
Open up the fuse/relay box in the engine compartment.
you will see an orange relay in there.
Replace it. problem solved.
If you are feeling more crafty: open up the relay by (carefully) prying the case off. Look real close at the solder joints where the relay prongs meet the circuit board. There is more than likely some hair line cracks in the solder joints. The a fine point solder iron, some solder flux and a small gauge solder you can repair the joints (the whole row of them) and salvage the relay.
Explanation: the relay is what converts the exterior lighting load into information that the DICE module and SID (SAAB information display) can use to tel you when a bulb goes out.
Becuase of the poor solder joints in the control relay the lighting circuit its self opens up and the DICE and SID can only assume that the bulb has gone out. Hince the random and erroneous "lighting failure" messages.
