It is probably the sending unit if it goes up and down and not that it gets stuck at a certain level.
Sometimes if that car has been retrofitted with the anti slosh baffle, that one can interfere with the float level and make the gauge hang at a certain level for awhile.
When I replace the fuel pump/sending units, I take that baffle out since all of them are broken in pieces.
This is what it looks like and it is shoved into the tank through the fuel pump hole and situated in place but break over time.
